What would it take to lift the Philippines up to a decent level of prosperity?

The acceptance of the ideology that reproduction is not an act of god, which if addressed, will promote many fewer births. Economic considerations that can incorporate the less educated, or rank and file, will make the possibility of parity for these population possible.
