Is this message offensive??

Given the serious nature of the question, I think it would have been better to hold a conversation face to face, or by phone at the very least. I would be a little miffed about getting this question in an e-mail as opposed to in person. While I do believe that your intentions were good and that your concern is valid, things like this just don't convey as well in text. So, I don't think that the idea of the message is offensive but the fact that it was written as opposed to being addressed in person could be annoying.
