If Al Gore was right about WMD in 1992, then isn't Clinton to blame for failing to invade Iraq?

Clinton took a chance that there weren't sufficient facts about possible WMD's in Iraq. He was right. Bush Sr. put weapons experts in Iraq after Desert Storm to destroy WMD's until they were driven out. Bush Jr was acting on rumors that they were there and invaded Iraq on those umptions and was fooled. All Gore was vice president to Clinton during Clinton's administration and had to respect the president's decision.
